PPP Project of Rail Transit Line 3 in Zhengzhou City, Henan Province
Rail Transit Line 3 of Zhengzhou City, Henan Province starts from the Provincial Sports Center in Huiji Area in the north and ends at Jinguang South Road in the Economic Development Zone in the south. It is an oblique radial rail transit backbone line from northwest to southeast in the central city. The first phase of Zhengzhou Rail Transit Line 3 has a total length of 25.488 kilometers. The total project investment is 20.608 billion yuan, the static total investment is 19.176 billion yuan, and the technical and economic indicators are 809 million yuan/km. The entire construction content of the first phase of Zhengzhou Rail Transit Line 3 is divided into two parts: A and B: Part A is mainly civil engineering and track laying works, with a static total investment of 13.716 billion yuan; Part B mainly includes vehicles, signals, and automatic fare collection System and other electromechanical equipment, the total investment is about 5.949 billion yuan, and the static total investment is 5.547 billion yuan, accounting for 29% of the total investment of the project. The project is implemented in the BOT model. The project company established by the social capital is responsible for the investment and construction of Part B; the government is responsible for the investment and construction of Part A. During the cooperation period, the rail company and the project company sign the "Asset Lease Agreement" to transfer the facilities of Part A Lease to the project company. The implementation of the project is a practice in the field of my country's rail transit PPP project, and it has certain reference significance for the implementation of other rail transit PPP projects in my country.
