In order to further improve the quality of the new urbanization in the region, Qingpu District in Shanghai selected social capital through a competitive approach to carry out the pilot work for the new urbanization of Zhonggu Town. The project is a PPP project library project of the National Development and Reform Commission. The total static investment is about 17 billion yuan. The project cooperation period is 10 years. The project scope includes the Zhonggu Township, Fuquanshan Relic Park and the future township boundary planning, design and expansion of the regional scope. One-time, exclusive authorization to grant social capital to provide consulting and planning, planning and design (including planning revision and approval), investment, land consolidation, infrastructure construction, public facility construction, urban renewal, industrial development, function enhancement and other services within the scope of the project . Within the scope of the project, social capital should be planned through overall planning, through optimizing the layout of cities and towns, upgrading the industrial level, improving infrastructure and rural ecological environment, continuously improving the quality of life of village (resident) residents, enhancing the town’s style, and adopting and using operating projects. A combination of multiple income mechanisms, such as the payment mechanism for quasi-operating projects, the use of feasibility gap subsidy mechanisms for quasi-operating projects, and the use of government payment mechanisms for non-operating projects, meets the reasonable income needs of social capital. The successful implementation of the project provides a reference for my country's new urbanization PPP projects.
